Passion 4 Paws is excited to share our plans for the development of an expanded animal rescue and community services facility in the Municipality of Russell-Binscarth.
The initial phase of the project will focus on establishing a dedicated dog rescue and shelter facility, providing a safe and welcoming environment for dogs in need.
The facility is being planned to support temporary housing, daily care, rehabilitation and adoption services, while giving our volunteers and community the space and resources needed to continue our mission.
Laying the Foundation
Every project starts with a solid foundation — and for us, that begins before construction.
During this first phase, Passion 4 Paws will work toward finalizing the property sale documentation and Development Agreement, while confirming the municipal requirements that will guide the development of the site.
This includes planning for site access, drainage, servicing and the sequence of work required to move the project forward.
Target: September–October 2026
Planning the Site
With the initial agreements in place, the next step is engineering and site preparation planning.
During this phase, we will work with professionals to establish the requirements for drainage, grading and fill, the building pad, water and septic systems, and other utilities needed for the future facility.
This important planning work will help ensure the property is properly prepared and ready for the next stages of development.
Target: Fall 2026
Phase 3 — Permits & Procurement
With the site planning established, the next step will be securing the permits, approvals and resources required to move the project forward.
During this phase, we will finalize contractors, coordinate required permits, arrange fencing and essential services, and prepare the logistics needed for the relocation and development of the facility.
This work will help ensure everything is in place before construction and site work begin.
Target: Winter 2026–27
Phase 4 — Land & Perimeter Preparation
With planning and approvals progressing, work can begin on preparing the property for our future facility.
This phase will include tree and land preparation, grading and levelling, drainage work, and preparation of the areas required for the building, fencing and future operations.
This will be an exciting milestone as our plans begin to take physical shape on the property.
Target: Spring 2027
Phase 5 — Building, Fencing & Kennel Relocation
This phase will bring us another major step closer to opening our future home.
The planned 16' × 30' building will be moved and set in place, required fencing will be installed, and our kennel and boarding infrastructure will begin transitioning to the new property as permitted.
With the building and secure outdoor areas coming together, the site will begin to look and function like the future home of Passion 4 Paws.
Target: 2027
Phase 6 — Servicing & Compliance
Before the facility can welcome dogs, volunteers and visitors, all required services, inspections and approvals must be completed.
Water, hydro and septic systems will be verified and finalized, along with the necessary inspections, permits and municipal requirements for occupancy.
Once these final requirements are satisfied, Passion 4 Paws will be ready to begin the next chapter at our new home.
